William C. Phillips
Midwest Independent Transmission System Operator, Inc.

William C. (Bill) Phillips is responsible for Midwest ISO involvement in the development and compliance with standards of the North American Electric Reliability Council (NERC) and the North American Energy Standards Board (NAESB). He is also responsible for Midwest ISO involvement in the development and compliance with standards of the Regional Entities in which the Midwest ISO operates.

Additional responsibilities include the development and administration of all Joint Operating Agreements and seams arrangements with adjacent Regional Transmission Organizations, Independent System Operators, Control Areas, and other entities in the Eastern Interconnection. Mr. Phillips also coordinates research and development activities with participating universities and government agencies.

Mr. Phillips joined the Midwest ISO on Feb. 14, 2000, coming from the Southwest Power Pool (SPP) where he was Vice President of Operations. Prior to SPP, Mr. Phillips was employed in a number of positions of increasing management responsibility in Power System Engineering and Operations at Entergy Services, Inc., Arkansas Power and Light Company, and Duke Power Company, and as a Control Systems Engineer with Honeywell and McDonnell Douglas.

Mr. Phillips has held numerous positions of leadership in the NERC and SPP Committee structures and was a member for 22 years and past chair of the NERC Operating Committee, reporting to the NERC Board of Trustees. He also has played key roles in defining and developing NERC Reliability Coordinator responsibilities and coordinating the implementation of such requirements in North America.

A native of Jackson, Mississippi, Mr. Phillips earned a Bachelor of Science degree in Electrical Engineering at Mississippi State University. He later received a Master of Science degree in Control Systems Engineering at Washington University in St. Louis, and a Master of Business Administration from the University of Arkansas at Little Rock.
