This procedure applies to generation interconnection requests. A complete procedure is described in Open Access Transmission Tariff (OATT) Attachment X. The appendices referred to in this page are appendices to this Attachment X. The purpose of this page is to provide a quick guide to the interconnection procedure. Please always consult OATT Attachment X, Generator Interconnection Manual, and Midwest ISO generation interconnection planning group for accurate and complete information.

1. Application

Frequently Asked Application Questions

To submit a valid application and satisfy all of the M1 milestones, the customer should submit all of the following: (1) a completed application in the form of Appendix 1 (including all attachments), (2) Submit all of the M1 technical milestones (See BPM section 4.2.1), (3) $5,000 Application fee/Feasibility Study funding non-refundable deposit, (4) D2 System Impact Study funding deposit (see Application Fee and Study Deposit chart below) and (5) demonstration of site control or a posting of an additional deposit of $100,000 in-lieu of.

It is strongly recommended that the customer have the complete technical data ready, in the form of Attachment A to Appendix 1 and M1 Milestones, before an interconnection request is made, because gathering this data can be time-consuming and may result in missing important milestones and deadlines. Midwest ISO shall assign an initial Queue Position based upon the date and time of receipt of a complete and validated Interconnection Request.

2. Feasibility Study

A valid application must be received no later than 14 calendar days prior to the start of a Feasibility Study. The customer may request Midwest ISO to set up an optional Scoping meeting to discuss their project with affected transmission owners. Feasibility studies are conducted twice during each DPP cycle and should be completed within ten (10) business days. Midwest ISO will provide the Interconnection Customer with the results of the Feasibility Study within five (5) Business Days of completion. Review the Study Calendar for important dates.

3. System Planning and Analysis (SPA)

During the System Planning & Analysis Phase a System Impact Study (SIS) will be conducted, which will include, but is not limited to, a power flow, short circuit, steady state voltage, transient and voltage stability, system protection, and loss analysis. SIS Study results will include a preliminary indication of the cost and length of time that would be necessary to implement any Network Upgrades identified in the analysis. The Network Upgrades will be identified to accommodate a group of generators rather than incremental addition of generators taking into account the system benefit and prudent transmission planning practices. The Midwest ISO will use reasonable efforts to complete the System Planning & Analysis SIS within 365 calendar days.  Midwest ISO will hold a kick-off meeting or conference call to discuss the study scope. 4. Optional Study

Customer may request an optional study at any time by providing the following to Midwest ISO: (i) Completed Appendix 5 Optional Interconnection Study Agreement, (ii) Optional Study deposit of $60,000. Optional Study Request (Appendix 5)

5. Definitive Planning Phase (DPP)

All Definitive Planning entry M2 milestones and D3 study deposits must be met within ten (10) business days prior to the start of the next Definitive Planning phase. D3 DPP funding additional deposit (see the Application Fee and Study Funding Deposits chart).

Once Midwest ISO has received the requested additional information and deposit, a System Planning & Analysis (SPA) review will be conducted. The SPA review should be completed within 120 calendar days.

After the first stage of the Definitive Planning Phase is complete, the customer will have 30 calendar days to meet the M3 milestone before progressing to the Facilities Study. The Facility Study should be completed within 120 calendar days. An optional kickoff meeting may be scheduled before the study starts. The customer should work with Midwest ISO to setup and attend the kickoff meeting.

Upon issuing the draft Facility Study report including draft GIA appendices, Midwest ISO will setup a meeting to discuss the result with the customer and transmission owners. Any comments on the draft report should be returned to Midwest ISO within 30 calendar days after the delivery of the draft report. Review the Study Calendar for important dates.

6. Generator Interconnection Agreement (GIA)

After receiving completed draft GIA appendices, the customer has 60 calendar days to finish GIA appendices negotiation. Midwest ISO will then issue the final GIA to the customer. upon receipt of the final GIA, the customer must provide to Midwest ISO the following items within 15 business days: (i) executed or unexecuted GIA, (ii) reasonable evidence of continued site control or posting of $250,000 non-refundable additional security, and provide evidence that one or more of GIA Appendix B GIA milestones are being achieved. Finally, Midwest ISO files GIA with FERC.

7. Variations

There are some variations to the procedure such as group study and interconnection restudies. Please refer to OATT Attachment X, Generator Interconnection Manual for detail.
