General

This procedure applies to generation interconnection requests that exceed 20MW or that are requesting Network Resource Interconnection Service (NRIS). A complete procedure is described in OATT Attachment X. The appendices referred to in this page are appendices to this Attachment X. The purpose of this page is to provide a quick guide to the interconnection procedure. Please always consult OATT Attachment X, Generator Interconnection Manual, and Midwest ISO generation interconnection planning group for accurate and complete information.

Interconnection Procedure Overview

An overview of Large Generator Interconnection Procedure (LGIP) is shown in the table below. Besides, there are a few other ways to get an overview of the large generator interconnection procedure:

Step by Step Instructions

1. Application

To submit a valid application, the customer should submit all of the following: (i) a $10,000 deposit, (ii) a completed application in the form of Appendix 1, and (iii) demonstration of site control or a posting of an additional deposit of $10,000. This form should be completed online before printing it. All areas marked with a red asterisk must be completed. If they are not, your application is incomplete and will not receive a queue position until it is complete.

It is strongly recommended that the customer have the complete technical data ready, in the form of Attachment A to Appendix 1 and 4 Excel data sheets, before a interconnection request is made, because gathering these data can be time-consuming and may result in forfeiture of queue position due to missing deadlines.

After a valid application is completed, Midwest ISO will work with the customer to setup and hold a Scoping meeting to discuss this project with affected transmission owners.

2. Feasibility Study

After receiving the feasibility study agreement and cost estimate, the customer should provide the following to Midwest ISO within 30 calendar days: (i) Technical data in the form of Attachment A to Appendix 1, (ii) executed study agreement, and (iii) study deposit.

Besides Attachment A to Appendix 1, it is very important to complete MS Excel data sheets for the generator, exciter, governor, and general data to expedite the interconnection study process. The 4 Excel data sheets can be downloaded from this page.

Usually a kickoff meeting will be held before a study starts. The customer should work with Midwest ISO to setup and attend the kickoff meeting.

Upon issuing draft study report, Midwest ISO will setup a meeting to discuss the result with the customer and transmission owners.

3. System Impact Study

After receiving the system impact study agreement and cost estimate, the customer should provide the following to Midwest ISO within 30 calendar days: (i) executed study agreement with necessary technical data, (ii) demonstration of site control, and (iii) study deposit.

Usually a kickoff meeting will be held before a study starts. The customer should work with Midwest ISO to setup and attend the kickoff meeting.

Upon issuing draft study report, Midwest ISO will setup a meeting to discuss the result with the customer and transmission owners.

4. Facility Study

After receiving the facility study agreement and cost estimate, the customer should provide the following to Midwest ISO within 30 calendar days: (i) executed study agreement, (ii) required technical data, and (iii) study deposit.

Usually a kickoff meeting will be held before a study starts. The customer should work with Midwest ISO to setup and attend the kickoff meeting.

During the entire study period, project expenditures will be tracked and monthly statements will be provided.

Upon issuing draft study report, Midwest ISO will setup a meeting to discuss the result with the customer and transmission owners. Any comments on the draft report should be returned to Midwest ISO within 30 calendar days after the delivery of the draft report.

5. Optional Study

After system impact study, the customer may request an optional study. Upon receiving the request, Midwest ISO will send to the customer a study agreement which specifies study cost estimate. The customer then has 30 calendar days to provide the following: (i) executed study agreement, (ii) necessary technical data, and (iii) full amount study deposit.

6. Large Generator Interconnection Agreement (LGIA)

As early as having provided all the required items to Midwest ISO for facility study, the customer may request for negotiation on LGIA appendices. If the customer terminates the negotiation, he has 60 calendar days to either file an unexecuted LGIA or initiate a dispute procedure; otherwise the project will be withdrawn from the queue.

After receiving complete draft LGIA appendices, the customer has 60 calendar days to finish LGIA appendices negotiation. Midwest ISO will then issue the final LGIA to the customer. Upon receipt of the final LGIA, the customer must provide to Midwest ISO the following items within 15 business days: (i) executed or unexecuted LGIA, (ii) reasonable evidence of continued site control or posting of $250,000 non-refundable additional security, and (iii) reasonable evidence that one or more of the following milestones have been achieved:

(1) contract for supply or transportation of fuel,
(2) contract for supply of cooling water,
(3) contract for the engineering or construction of the facility
(4) contract for the sale of energy
(5) application for air, water, or land use permit

Finally Midwest ISO files LGIA with FERC.

7. Variations

There are some variations to the procedure such as group study and interconnection restudies. Please refer to OATT Attachment X, Generator Interconnection Manual for detail.
